Now peace after violence in Sambhal, whose hand is behind instigating the conspiracy?

There is peace in Sambhal now but now it is the turn to know the reason behind the violence. The question is whether the Sambhal riots were organized as part of a conspiracy. And if this was a conspiracy then who is the culprit? On one hand, politics is going on while the police are saying that the public was instigated in a planned manner. Whatever is recorded in the seven FIRs shows that there was definitely a conspiracy somewhere. Police are now collecting evidence of this.
