Before the Delhi Assembly elections, Chief Election Commissioner Rajiv Kumar gave clear and detailed information about all the procedures regarding rigging in voting and irregularities in EVMs. He said that there cannot be any rigging in the elections. Representatives of all political parties are present in every process, from the process of making the voter list to casting and counting of votes.

Political parties have booth level agents, polling agents and counting agents on different occasions, from the preparation of electoral rolls to the day of voting and counting. In their presence and with their consent, the processes ranging from EVM checking to starting and ending of voting are completed. Similarly, all the processes of counting of votes are completed only after the consent and objection of the counting agents of the political parties. Every election process is conducted in front of the agents of political parties.
On the day of voting, every party has a polling agent at every booth. Before the start of voting, polling officers and personnel open the EVMs in front of the polling agents of all the parties to show that they are working properly. Objections are also taken on each EVM at that time. After this voting starts.

Agents of parties are present when EVMs are sealed and checked.
Before this process, about 7-8 days before voting, EVMs are sealed and kept in the strong room. Even at that time, representatives of political parties are present. After sealing the EVMs in the strong room, their serial numbers are given to all the representatives. Then on the day of polling, the seal of the EVM is opened in front of the polling agent at different booths to the parties and its serial number is also checked and details are given. At the same time, it is confirmed in front of everyone that no irregularities are taking place. Therefore, mock polls are also shown in front of the polling agents of the parties.

What is Form 17C?
After the polling ends in the evening, the details of how many votes were cast in which EVM are filled in a form. All this happens in front of the polling agents of the parties present at the booth. This form is called 17C. In this, the number of EVMs present in the booth is recorded and the number of votes cast in it is recorded. Then the EVM is sealed and sent to the storm room. Since polling agents of parties are present at the booth from morning to evening, they also have all the details of EVMs. In this way, after filling the details of EVM and the vote cast in Form 17C, a copy of it is given to all the polling agents.

17C form is useful on the day of counting.
On the day of counting, the EVMs kept sealed in the strong room are again matched and opened in front of the counting agents of the parties and asked to match them with the 17C form received. In this way, no question of any kind of rigging arises during the entire election. Because the entire process is completed in a transparent manner in front of the agents of all the parties. If there is even a slight doubt in the number of votes in an EVM, then any agent of any party can confirm its correct or incorrect figures by matching it with Form 17C.
